Québec, May 15, 2007  The commission of the Bureau d’audiences publiques sur l’environnement (BAPE), made up of Mr. Pierre André, chair, and Mr. Jean-Claude Panisset, commissioner, is holding the first part of the public hearing on the Project to improve the road network in Vaudreuil-Dorion by the City of Vaudreuil-Dorion. The public hearing will begin at 7:00 p.m.on May 30, 2007 at Salle Très-Sainte-Trinité (church basement) located at 145, avenue Saint-Charles in Vaudreuil-Dorion. The sessions will continue on the following days, depending on the needs of the public and the commission.

A hearing in two parts

Obtaining information

The public hearing will take place in two parts. In the presence of the proponent and resource persons invited to answer participants’ questions, the first part will allow the public and the commission to obtain information about the project in order to learn more about it and examine all its aspects.

Voicing opinions

During the second part of the public hearing that will begin on June 27, 2007, at the same location, the commission will obtain the public’s opinion and suggestions. The commission will hear any person, group, organization or municipality wishing to express an opinion on the project, be it in the form of a brief or an oral presentation.

The commission has a maximum period of four months to complete its mandate. The BAPE report will be submitted to Ms. Line Beauchamp, Minister of Sustainable Development, Environment and Parks, by September 22, 2007 at the latest. Thereafter, the Minister will have 60 days to make the report public.

The project

The City of Vaudreuil-Dorion is planning to build three separate road infrastructures within the city’s perimeter. The project would consist of broadening to four lanes Rue Félix-Leclerc, over a distance of about 2 km, as well as Boulevard de la Cité des Jeunes, over a distance of about 1.5 km, between Autoroute 540 and the Canadian Pacific railway line. In addition, Avenue André-Chartrand would be extended in a new four-lane north-south axis over a length of about 2 km between Boulevard de la Cité des Jeunes and Route Harwood. This infrastructure would have three main structures, namely a bridge just over 20 m in length to cross Quinchien River and two railway bridges to cross the Canadian Pacific and Canadian National railway corridors. The project also provides for the laying out of two bicycle paths on the sides of Boulevard de la Cité des Jeunes and of Avenue André-Chartrand.

The City estimates the project’s construction cost to be about $32 million and anticipates the entry into service of Rue Félix-Leclerc for 2007-2008, that of Boulevard de la Cité des Jeunes for 2012, and that of Avenue André-Chartrand for 2016.

What is the bape?

The BAPE is a public information and consultation organization that allows citizens to express their views on a given project and to take part in the decision-making process, which may or may not lead to the authorization of a project. The BAPE carries out the mandates entrusted to it by the Minister of Sustainable Development, Environment and Parks, notably the public information and consultation mandate lasting 45 days, the public hearing mandate which may last up to 4 months, and the mediation mandate lasting about 2 months.

In response to the requests for a public hearing submitted to the Minister of Sustainable Development, Environment and Parks by citizens, groups, organizations or municipalities, the BAPE has been mandated to hold a public hearing on the Project to improve the road network in Vaudreuil-Dorion.
